B230 turbo undercover

The engine bay of my car has to look stock to be approved. Since its allready a turbo(940) there are possibilities to build some power while maintaining the stock look. "undercover tuning" you could call it.
Requirements:
I will need to maintain functional catalysator.
It will need to pass emission tests.
Sound level need to be "almost as stock", ie moderate sound increses are alloved.
Basically the engine bay can tolerate some minor changes like "upgraded turbos within reason" but in generel it has to look like something volvo could have built.
Now, how to build power under these circumstances....
Im thinking this recipe:
Stock B230FT block -95
531/530 head with the needed jobs done.
Camshaft free, however need to pass emissions.
ECU free.
Intake manifolds will need to be stock outside.(I could maybe get away with E motor intake if i moved the injectors into the head, but they would end up spraying fuel in a very small port volume. Dont know the emission consequences of this)
Exhaust manifold will need to look stock.
Turbo can be moderately bigger. Here the trick will be to find a small T3 externally, but with big flow numbers.
I can probably get away with 3" downpipe, and 3" mufflers if i can get it quiet.
It will need a big wastegate to keep boost down for passing maximum power tests.
Since the intake and exhaust manifolds will restrict flow, im thinking i wont gain a lot in going for bigger valves and better flow in the head, as the manifolds doesent really support all that air anyway, but finding the exact right camshaft/turbo combination to work under these conditions is probably the single biggest power adder to hunt for.
I could aim for Jens´s HX35 #8 with welded in WG, but i could be concerned this will be pushing it. I have not seen this turbo in the stock location on a 940, so if someone have pictures, please share.
